This edition of the FA Cup will be conducted through a single knock-out format with a seeding system. The semi-finalists of the 2021-2022 FA Cup (Eastern Long Lions, Kitchee, BC Rangers and Lee Man) are the seeded teams.
The Senior Shield will adopt a single knock-out format but there is no seeding.
The Sapling Cup will be conducted in two stages. In the first stage, teams will be divided into Group A and B by lottery and play in a double round robin format. The winning team and runner-up from each group then advance to the second stage where they will play cross-knockouts.
A minimum of 3 local youth players (born on or after January 1, 2001) must be fielded by each participating team at any time of a Sapling Cup match. The Hong Kong Football Club received exemption and may play both local and non-local (foreign) youth players.
