The Football Association of Hong Kong, China (HKFA) notes that Independent Commission Against Corruption (ICAC) has kicked off operation “Tenacity” and will render full assistance to the ICAC during its investigation. HKFA adopts a "zero tolerance" attitude towards match-fixing in football. If the allegations are substantiated, HKFA will impose the most severe punishments on the clubs, players, and coaches who have taken actions towards match manipulation, including suspension of membership or lifetime bans. Aside from the disciplinary system, HKFA has also implemented various measures from the perspectives of governance and education, in order to eliminate match-fixing behaviours at different divisions.

In the perspective of governance, HKFA has been collaborating with Sportradar, a professional sports monitoring company, to monitor for any abnormal betting patterns. HKFA regularly reviews the relevant data reports and maintains close communication with the ICAC. HKFA also provides a confidential reporting hotline and collaborates with the anti-corruption teams of FIFA and the Asian Football Confederation. The member system of different divisions also stipulates that all participating clubs' players/officials must comply with the HKFA disciplinary and ethical codes. ICAC has reviewed the code of ethics and relevant guidelines, and HKFA has been continuously committed to implementing them, while ICAC is also reviewing corruption prone areas of HKFA.

In the perspective of education, HKFA has maintained close liaison with ICAC, including participating in the " Integrity Leadership Training for NSAs " organised by the ICAC, and requiring HKFA staff and players / officials from different divisions to attend corruption prevention seminars. During the pre-season seminars for players and clubs, HKFA also emphasises the harm and consequences of engaging in match-fixing. HKFA also introduced “Affective Education” into the youth training programs of grassroots football, to instil the correct ethical and moral values.

HKFA adopts a “zero tolerance” attitude towards match-fixing in football and is committed to intensifying its efforts in this regard. Furthermore, HKFA welcomes ICAC's upcoming launch of the “Integrity and Corruption Prevention Guide for NSAs”.
